Twenty-two countries, including the United States and several European nations, issued a joint statement on June 11 warning Iran to stop attacks targeting people on their soil [1, 2, 3, 4, 5, 6]. The statement accused Iran's Islamic Revolutionary Guard Corps intelligence and its Quds Force of plotting lethal actions against Iranian dissidents, journalists, and Jewish and Israeli communities globally [1, 2, 3, 6].
The joint statement condemned Tehran’s use of international and local criminal gangs in Europe, North America, and Australia to carry out these sinister operations [1, 2, 3, 6]. One Iran-linked group, Harakat Ashab al-Yamin al-Islamiya, also known as Hayi, claimed responsibility for recent arson attacks on synagogues and Jewish community sites in London's Golders Green neighborhood [1, 2, 3, 6].
The 22 countries said such attempts to kill, kidnap, harass, or intimidate foreign residents undermine national sovereignty and international norms. “Attempts to kill, kidnap, harass, intimidate, or otherwise attack people on our soil, undermines national sovereignty and international norms. These actions must stop immediately,” their joint statement said [1]. The signatories added, “We stand united in our determination to protect our countries and our people against these threats. The Islamic Republic of Iran must halt these actions now” [1].
In August 2025, Australia expelled Iran’s ambassador, withdrew its own envoy from Tehran, and suspended embassy operations. Canberra accused Iran of directing antisemitic attacks on Australian soil [2].
The coordinated statement marks a rare show of unity among 22 countries concerning Iran’s cross-border covert operations and violent reprisals against dissidents and minority groups. The group demanded Iran immediately cease efforts to kill, kidnap, harass, or attack people on their territories.
The countries are expected to review their diplomatic and security measures related to Iran’s transnational threats in upcoming sessions.
