Biletsky, whose corps protects more than 10% of the frontline in eastern Ukraine including the strategic fortress line near Sloviansk, said Russian forces are exhausted and incapable of major breakthroughs after more than four years of conflict since Russia’s full-scale invasion in February 2022 [1, 2, 3, 4]. Ukraine aims to seize the initiative by pushing Russia out of the remaining parts of the Donetsk region that Russian troops do not yet occupy. Biletsky said, "We need to define those directions where we can improve our positions, take some strategic points, and then speak with the Russians from a position of strength - not weakness - about a truly stable truce" [1].
