Sutracom director Shahrin Shamsuddin transferred RM13.77 million to his brother's company Mamfor Sdn Bhd as a loan to settle family debts. Part of this money was later donated to Bersatu without his knowledge, he said, "I am not sure how much of the money Shahradzi used to settle the family companies' outstanding debts, cover operational expenses and make contributions to Bersatu, as he never told me" [1, 2]. Shahrin only became aware of the political donations after a family meeting convened following a MACC investigation [1, 2].
Between May 2021 and November 2022, Mamfor transferred a total of RM19.5 million to Bersatu's bank account. This was amidst nine transactions from Sutracom to Mamfor totaling about RM13.8 million between September 2021 and November 2022 [2]. Shahrin had trusted his brother Shahradzi to manage creditors, suppliers, and subcontractors during the Covid-19 pandemic and did not know the exact breakdown between family debts and political donations [1].
Separately, KCJ Engineering’s finance manager, Zuriedah Deres, testified that on September 1, 2022, the managing director Datuk Azman Yusoff instructed her to prepare four cheques totaling RM800,000 as a political donation to Bersatu. Zuriedah said, "Whatever the purpose, the instruction to prepare the RM800,000 donation cheque came from Azman. As his employee, I had to carry out every instruction" [3, 4, 5]. She added that it was the first time she prepared cheque donations for a political party [5].
The RM800,000 donation was linked to Jana Wibawa projects awarded to KCJ Engineering, a company proposed by then-PM Muhyiddin through a November 13, 2020 letter to undertake such projects via direct negotiation among 54 companies [3, 4, 5]. The donation was made in four cheques of RM200,000 each, signed by directors authorized to sign up to RM200,000, then handed to Azman for further action [3, 4, 5].
KCJ Engineering regularly made charitable contributions to NGOs, schools, and mosques but confirmed that the RM800,000 to Bersatu was the only known political donation during Zuriedah's tenure [3, 4, 5]. The company also received RM24.4 million from the Negeri Sembilan Public Works Department for a Jana Wibawa road construction project linking FELDA Bukit Jalor to Gemas [5].
It is common practice in the construction industry to send Letters of Intent to the Prime Minister’s Office or ministries when new projects are announced, according to sources [1, 2].
Investigations into the flow of funds related to Jana Wibawa projects continue amid scrutiny of political donations. The next scheduled hearing will further examine the roles of company directors and the flow of donations to Bersatu.
