A joint venture (JV) between LSH Infra Sdn Bhd and Pertama Makmur Sdn Bhd was awarded the proposed development of the Bandar Malaysia-Seri Kembangan Elevated Highway (BSE) on August 28, 2026 [1, 2, 3].

The BSE is a key infrastructure project intended to ease traffic congestion and strengthen connectivity in Greater Kuala Lumpur [1, 2, 3]. Works Minister Datuk Seri Alexander Nanta Linggi said the Cabinet had agreed in principle to the project as part of the MADANI Government’s pledge to deliver infrastructure that benefits the people and stimulates economic growth sustainably [2].

The elevated highway will link major highway networks including the Kuala Lumpur-Seremban Expressway, Maju Expressway (MEX), Sungai Besi Expressway (BESRAYA), New Pantai Expressway (NPE), Shah Alam Expressway (KESAS), and the Kuala Lumpur Traffic Dispersal System (SPRINT) network [1, 2, 3]. The route is expected to provide an alternative for road users and improve access among the northern, southern, and east coast corridors of Peninsular Malaysia, the Works Minister said [3].

LSH Infra is a subsidiary of Lim Seong Hai Capital Bhd, which was incorporated on November 11, 2020. The holding company was listed on Bursa Malaysia’s LEAP Market in July 2021 and later transferred to the ACE Market in March 2025 [2, 3]. Lim Seong Hai Capital’s subsidiaries operate across sectors including construction, building materials, lighting, mechanical and electrical services, machinery rental, property development, and facilities management [1, 2, 3].

Pertama Makmur, incorporated in 1986, is a bumiputera-owned company registered as a CIDB G7 contractor and recognized by the Ministry of Finance, Tenaga Nasional Berhad, and FGV Holdings [3].

The announcement marks a significant step toward advancing the Bandar Malaysia-Seri Kembangan Elevated Highway, with project implementation expected to start following final approvals and regulatory clearances.
