Malaysia is advancing several large-scale rail projects and strategic initiatives designed to make it a leading rail nation within ASEAN. These efforts include collaboration across public and private sectors, technology adoption, and talent development, guided by the National Transport Policy 2019-2030 and aligned with the 13th Malaysia Plan (13MP/RMK13) [1, 2].

Key projects underway include the Penang LRT Mutiara Line, the East Coast Rail Link (ECRL), and the Johor Bahru–Singapore Rapid Transit System (RTS) Link. The Penang LRT Mutiara Line is expected to transform urban mobility in Penang and promote economic growth in the region. The ECRL aims to improve connectivity between the east and west coasts of Peninsular Malaysia, fostering new trade, logistics, and investment opportunities. The RTS Link will enhance cross-border mobility and connectivity between Malaysia and Singapore [1, 2].

The government emphasizes increasing rail’s share in passenger and freight transport through its “Road to Rail” agenda. This effort targets reducing road congestion, improving logistics efficiency, and strengthening Malaysia’s economic competitiveness [1, 2].

Deputy Transport Minister Datuk Hasbi Habibollah highlighted rail’s role in supporting economic growth, trade, logistics, and urban mobility across the country. He said, “Rail plays a critical role in supporting economic growth, facilitating trade and logistics, improving urban mobility and connecting communities across the country” [1]. He added that the rail projects will unlock new economic opportunities and improve connectivity both domestically and internationally [2].

The government is also fostering local industry through initiatives focused on localisation, technology transfer, research collaboration, and human capital development. The upcoming National Rail Centre of Excellence, to be led by the Malaysia Rail Development Corporation (MRDC), will serve as a platform for nurturing talent, driving research and innovation, and enhancing capabilities throughout the rail value chain [1, 2].

On June 8, 2026, Deputy Minister Hasbi Habibollah officiated the International Rail Transit Forum (IRTF) 2026, where he discussed Malaysia’s rail initiatives and goals to boost the sector’s growth [1, 2].
