The Malaysian Parliament's Public Accounts Committee (PAC) unanimously agreed on August 26, 2026, to begin proceedings that will track Lembaga Tabung Haji's progress in implementing recommendations from the 2022 Royal Commission of Inquiry (RCI) report on its management and operations [1, 2, 3, 4].

The RCI investigated Tabung Haji's management from 2014 to 2020, producing a report publicly released on July 29, 2026 [1, 2, 3, 4]. The PAC emphasized that its proceedings will not duplicate the RCI investigation but focus solely on monitoring the status and progress of the RCI recommendations' implementation, aligning with its core oversight function. PAC chairman Datuk Wira Mas Ermieyati Samsudin said the RCI report's findings were "very serious and capable of eroding the confidence of Muslims in the country if not properly addressed" [3]. She added, "These proceedings are not intended to repeat the RCI investigation, which was conducted comprehensively, but will instead focus on the actual status and progress of the implementation of the RCI’s recommendations, in line with the PAC’s core function" [4].

As of late July 2026, the government stated more than 75% of the RCI's recommendations had been implemented, with Tabung Haji actively working on the rest [1]. PAC will use the RCI report alongside Auditor-General's reports and an independent PricewaterhouseCoopers audit to guide its examination and ensure accountability [1, 3, 4].

Deputy Prime Minister Datuk Seri Ahmad Zahid Hamidi publicly supported the PAC’s probe of Tabung Haji’s management from 2017 onward, calling it "more appropriate for the [PAC] due to its clear mandate to scrutinize financial management and governance than setting up another Royal Commission of Inquiry" [1, 4].

PAC has a track record investigating major national issues, including the 1MDB scandal in 2016, RM19.4 billion in unpaid GST refunds in 2019, and the Royal Malaysian Navy’s Littoral Combat Ship procurement in 2022 [3, 4]. Since the RCI report was debated in a special Dewan Rakyat sitting on August 11, 2026, public questions about Tabung Haji's governance have persisted [1, 3, 4].

The committee will determine its formal terms of reference, witness list, and procedures in a special meeting ahead of the hearings [1, 3, 4].
