The Malaysian Indian Community Transformation Unit (Mitra) was allocated RM65.5 million in 2026 to implement six socioeconomic initiatives focused on education, entrepreneurship, healthcare, and social assistance for Indian Malaysians in the B40 and M40 income groups [1, 2, 3]. Prime Minister Datuk Seri Anwar Ibrahim announced an additional RM50 million allocation on May 10, raising Mitra's total funding for 2026 to RM150 million [1].
One key programme, the Celik Madani Programme, subsidizes early childhood education with up to RM2,530 per child, targeting 4,000 B40 Indian children with a total RM10 million allocation [1, 2, 3]. The Kalvi Madani Programme offers free tuition to 5,000 B40 secondary students preparing for SPM and STPM exams. Tuition centers must be registered under the Ministry of Education. The Uyarvu Madani Programme provides start-up grants of up to RM50,000 to 500 Indian entrepreneurs in sectors including e-commerce, automotive, digital tech, agriculture, printing, and community services [1].
For healthcare, the Arogya Madani Programme offers annual dialysis subsidies of up to RM5,000 for 1,300 chronic kidney disease patients in the B40 and M40 groups, with a total funding of RM6.5 million. Human Resources Minister Datuk Seri R. Ramanan explained, "We will allocate RM5,000 per patient for one year. This is roughly RM200 per dialysis session for a maximum of 25 sessions. The target group is 1,300 chronic kidney disease patients, with a total allocation of RM6.5 million" [2].
Mitra has also increased partnership allocations with parliamentary constituencies from RM100,000 to RM150,000 [2, 3]. However, allocations for the 2026 programmes will be withheld from MPs who have yet to submit their 2023 programme performance reports. Minister Ramanan stated, "There are several MPs who have yet to submit their reports for the 2023 programmes. Until I receive these reports, we will not disburse the 2026 Mitra funds" [3].
