Shahradzi Shamsuddin, managing director of Mamfor Sdn Bhd, testified he contributed RM19.5 million to Parti Pribumi Bersatu Malaysia (Bersatu) in connection with securing the RM605.2 million Pulau Indah Ring Road Phase 3 project for his brother's company, Sutracom Sdn Bhd [1, 2]. He said the contribution was not voluntary but given in return for business assistance, adding, "If Azman had not asked, would you have given even RM100 to Bersatu? No" [2].
Shahradzi explained he made six letters of interest on March 5, 2021, seeking Muhyiddin's support for various companies' bids after direct government contract negotiation was disallowed, shifting to a tender pre-qualification process [1, 2]. Earlier in December 2020, he asked Datuk Ayob Ali to deliver a letter to Muhyiddin applying for the project via direct negotiation, prior to the policy change [1].
Lian Tan Chuan, founder of Nepturis Sdn Bhd, testified his company donated RM1 million to Bersatu after winning a RM141 million contract for the Klang Utara police headquarters project under the Jana Wibawa scheme [3, 4, 5]. Lian stated, "If [Nepturis] had not succeeded in being awarded the Klang Utara IPD project, I would not have made any contribution to [Bersatu]" and that "Companies wishing to apply for projects under the Jana Wibawa Programme must have the support of Tan Sri Muhyiddin Yassin, who was then the Prime Minister" [3, 5].
Both men said that businessman Datuk Azman Yusoff requested the political contributions and acted as an intermediary who facilitated introductions and advised on payment [1, 3, 2, 4, 5]. Lian appointed Azman's company, KCJ Engineering Sdn Bhd, as a business development consultant with a RM1 million contract to assist the tender process [4].
Neither Shahradzi nor Lian personally knew Muhyiddin well; their connections were through intermediaries like Azman and Adam Radlan [3, 5].
The Pulau Indah Ring Road Phase 3 contract worth RM605.2 million was awarded to Sutracom, Shahradzi's brother's company. Nepturis secured the Klang Utara police headquarters project valued at RM141 million [1, 4].
Shahradzi made the RM19.5 million political contribution in July 2021 after Sutracom was invited to participate in the pre-qualification process following the government's policy shift [1, 2]. Nepturis was awarded its contract on January 12, 2022 [4].
