Communications Minister Datuk Fahmi Fadzil heads the 2026 Penang state honours list and is the only individual to receive the Darjah Panglima Pangkuan Negeri (DPPN), which carries the title Datuk Seri [1, 2]. Fahmi, 45, also serves as the Member of Parliament for Lembah Pantai [3].
A total of 1,221 people are set to receive Penang state honours, stars, and medals this year. Among them, 101 will be awarded state orders while 1,120 will receive stars and medals [1, 2].
Nineteen recipients will receive the Darjah Gemilang Pangkuan Negeri (DGPN), which also carries the title Datuk Seri. Notable awardees include Mara Incorporated chairman Datuk Wira Abdul Halim Mohammad, InvestPenang CEO Loo Lee Lian, Pelita Samudra Pertama managing director Tan Sri Datuk Murugan Doraisamy, and Malaya Chief Judge Datuk Seri Hashim Hamzah [1, 2, 3].
Nine individuals will receive the Darjah Yang Mulia Pangkuan Negeri (DMPN), conferring the title Datuk. This group features former Penang police chief Datuk Azizee Ismail and UEM Group Bhd managing director Datuk Amran Hafiz Affifudin [1, 2, 3].
Seventy-two recipients will be granted the Darjah Setia Pangkuan Negeri (DSPN), also carrying the title Datuk. This list includes the late Malay film actor and director Nordin Ahmad, Nadma director-general Meor Ismail Meor Akim, Penang Development Corporation CEO Abdul Latiff Abd Aziz, SRS LRT project director Adil Putra Ahmad, Penang Skills Development Centre CEO Dr Hari Narayanan P. Ondiveeran, IJM Land CEO Datuk Ling Thou Lung, Bank Rakyat chairman Datuk Mohd Irwan Mohd Mubarak, and Ancom Nylex CEO Lee Cheun Wei [1, 2, 3].
The Penang State Honours Investiture Ceremony will take place over four days from July 11 to 15, 2026. The event coincides with Governor Tun Ramli Ngah Talib's 85th birthday celebrations [1, 2, 3].
