The Madani government has resolved nine matters under the Malaysia Agreement 1963 (MA63) within three years of administration, more than double the four matters managed by earlier governments over a longer period [1, 2]. These nine resolved matters were achieved through negotiations involving Sabah, Sarawak, and Peninsula Malaysia, with active participation from the Sarawak premier and Sabah chief minister, said Minister Datuk Mustapha Sakmud [2].
In total, 13 of the 29 MA63 claims have been addressed so far by the MA63 Implementation Action Council, chaired by Prime Minister Datuk Seri Anwar Ibrahim [1, 2]. Key achievements include the recognition of Sabah and Sarawak's Public Works Department and Irrigation and Drainage Department as technical departments [1, 2]. Amendments were also made to the Inland Revenue Board of Malaysia Act to include representatives from both states [1, 2].
Efforts were made to strengthen the judiciary in Sabah and Sarawak, further advancing their institutional autonomy [1, 2]. The government also increased financial allocations significantly. The special interim allocation for Sabah and Sarawak rose from RM125.6 million each in 2022 to RM600 million each in 2026. Sabah's development allocation increased from RM5.2 billion in 2022 to RM6.9 billion under the 2026 budget [1, 2]. These funds aim to accelerate critical infrastructure projects such as the Pan Borneo Highway [1, 2].
Highlighting the historic nature of their approach, Datuk Mustapha Sakmud said, "Where else can you find a government like this? The Madani government has not only demonstrated its commitment through words, but has also delivered on its manifesto, including appointing a deputy prime minister from Borneo for the first time in the nation's history" [1]. He added, "We have resolved nine matters within three years together with both state governments, with the participation of the Premier of Sarawak and the Chief Minister of Sabah. This involves negotiations among the three key regions that formed Malaysia" [2].
The government’s actions reflect the commitments of Pakatan Harapan and the Unity Government to protect the rights of Sabah and Sarawak as outlined in their party constitution and the Malaysia Agreement at formation [1, 2].
