The Malaysian government will allocate funds to provide an allowance for Form Six students beginning with Budget 2027, set to be presented in October 2026 [1, 2, 3, 4, 5, 6]. Prime Minister Datuk Seri Anwar Ibrahim announced the decision during a speech in Bukit Mertajam on August 28, highlighting that while students from primary school to Form Five and university currently receive allowances, Form Six students do not. "Recently, during my dialogue with pre-university students, I said that from Year One to Form Five, there are allowances, and at university, there are allowances. But Form Six, pre-university students, do not receive any," he said. "So I would like to announce that in our budget in October, I will provide an allocation and allowance for Form Six students" [1].
The Education Ministry accepted the proposal, which was one of 12 resolutions raised at the Kongres Prauniversiti Madani pre-university congress [1, 7, 4, 5]. Education Minister Datuk Seri Fadhlina Sidek said the allowance will help "safeguard the welfare and uphold the dignity of pre-university students" and elevate national education standards [4, 8].
The allowance amount has yet to be finalised and will depend on the government’s financial capacity when Budget 2027 is tabled [1, 2, 5, 6]. Alongside the announcement, the government also allocated RM200,000 for maintenance works at the IPG Kampus Tuanku Bainun campus [4, 8].
Prime Minister Anwar reaffirmed education as the largest budget allocation under the Madani government, calling it crucial for Malaysia’s progress [2, 3, 6]. He also condemned bullying in schools, stating, "There is no room for schools to entertain arrogant people who bully others because they are a little stronger. Do not compromise" [9].
On August 30, Anwar announced six immediate measures to relieve cost-of-living pressures, effective September 1, including increased subsidies for RON95 petrol, expanded AI access, healthcare digitalisation, e-invoicing, microfinancing, and augmented school maintenance funding [10, 11, 12]. The monthly subsidised RON95 petrol quota will rise from 200 litres to 300 litres, and the 2025 school maintenance allocation will increase from RM1 billion to RM1.5 billion [11, 12].
The next key event is the tabling of Budget 2027 in October, when the specific allowance amount for Form Six students will be announced.
