Pakatan Harapan (PH) Penang formed three new committees—the Election Manifesto Committee, the Information Committee, and the Mobilisation Committee—to gear up for Malaysia’s 16th General Election (GE16) [1, 2].
The Election Manifesto Committee is led by Zairil Khir Johari of DAP, while the Information Committee is headed by Lee Boon Heng from PKR. Zahar Zainul from Amanah chairs the Mobilisation Committee [1, 2].
The committees will address low voter turnout, work to increase participation, and raise public awareness about the importance of the upcoming general election. Penang Chief Minister and PH Penang chairman Chow Kon Yeow said, "The establishment of these committees will focus on issues such as the low voter turnout rate, ways to increase voter turnout and raising awareness on the importance of the upcoming general election" [1].
Chow remains chairman of the Penang PH Leadership Council for the 2024–2026 term. Three deputy chairmen were appointed: Datuk Dr Mohamad Abdul Hamid (PKR), Steven Sim Chee Keong (DAP), and Muhammad Faiz Fadzil (Amanah). The vice-chairmen are Ramkarpal Singh (DAP), Dr Zaidi Zakaria (Amanah), and Goh Choon Aik (PKR). Lim Hui Ying (DAP) was named secretary and Zulkiefly Saad (PKR) assistant secretary [1, 2].
PH Penang plans to continue preparations in all constituencies it contested previously, regardless of any new electoral arrangements. Chow commented, "We take note of the political dynamics, particularly following the PH Convention in Johor Baru. Whatever electoral arrangement may emerge ahead of the election, it will not prevent us from making preparations in all areas we previously contested" [2].
The coalition also aims to strengthen inter-party cooperation to improve governance, promote sustainable development, and empower grassroots communities in Penang [1, 2].
The committees were established at the 2026 Penang PH Annual General Meeting on May 24, 2026 [2].
