Perlis was allocated RM661.70 million under Rolling Plan 1 (RP1) of the 13th Malaysia Plan (13MP), covering 354 projects across the state [1, 2]. As of April 2026, just RM87.46 million, or 13.22 percent, of these funds had been spent [1, 2].
This follows the 12th Malaysia Plan (12MP), where Perlis received RM632.56 million under Rolling Plan 5 (RP5) for 188 projects. By the end of 2025, RM474.17 million or 74.96 percent of the 12MP allocation had been utilised [1, 2].
On June 3, Tuanku Syed Sirajuddin Jamalullail, the Raja of Perlis, delivered a royal address during the opening of the fourth term of the Perlis State Legislative Assembly sitting at Kompleks Seri Putra, stressing the need to accelerate project implementation [1, 2]. The address was presented on his behalf by the Raja Muda of Perlis. Also present were the Raja Perempuan and Raja Puan Muda of Perlis [1, 2].
The Raja urged all departments and agencies allocated funds to "take immediate steps to implement projects and ensure spending is carried out efficiently and in an orderly manner" [2]. He added, "The implementation of all development projects must be expedited so that their benefits can be enjoyed by the people within a reasonable timeframe." [2]
He emphasized that "efficiency in implementation not only boosts public confidence but also ensures that the state's financial resources are utilised optimally without wastage or undue delays." [2]
The call for faster implementation aims to stimulate economic activity, generate employment, and support local businesses by timely completion of development projects in Perlis [1, 2]. The state government will monitor spending closely to ensure funds are used effectively.
The next update on expenditure and project progress is expected in the upcoming quarterly reports as Perlis continues to roll out the 13th Malaysia Plan programs throughout 2026.
