The Selangor government is preparing its first Artificial Intelligence (AI) White Paper to provide an overview of the AI landscape, including challenges, benefits, and the value proposition for the state [1, 2, 3, 4]. Datuk Seri Amirudin said the White Paper "will serve as a guideline for us, particularly in Selangor, on how we should approach, live with and interact with AI" [1]. The paper aims to enhance understanding of AI's opportunities and risks before its wider adoption across public and private sectors.

The development of the White Paper will follow three phases: initial research and benchmarking, drafting of the document, and the creation of a Digital Government Playbook to accompany the White Paper [1, 2, 3, 4]. This phased approach is designed to ensure a comprehensive and practical framework for AI governance in Selangor.

The White Paper will also establish ethical guidelines for AI use to help the government and citizens manage AI’s impact responsibly [1, 2, 3, 4]. The document is expected to be tabled for debate in the Selangor State Legislative Assembly at a later date, allowing lawmakers to review and discuss its proposals before implementation [1, 2, 3, 4].

The announcement came in response to a question raised by Dr Quah Perng Fei (PH-Bandar Baru Klang) during the legislative assembly session on August 5. The government’s commitment signals a strategic effort by Selangor to prepare for the increasing integration of AI technologies in governance and society [1, 2, 3, 4].

The next step will be the research and benchmarking phase, setting the foundation for drafting the White Paper later this year.
