Pine Grove condominium in Singapore is undertaking its fifth collective sale attempt with a reserve price set at $1.78 billion. Nearly 60% of the development's 660 units have signed on to the current collective sale agreement, which expires on September 21, 2026 [1, 2, 3, 4].
Previous attempts to sell the site collectively were made between 2018 and 2019 at a reserve price of $1.86 billion and 2022 to 2024 at $1.95 billion, but both efforts failed to attract buyers [1, 2, 3, 4]. The current reserve price translates to a land rate of $1,355 per square foot per plot ratio and an estimated acquisition cost of $2.75 billion for the 893,218 square feet site [1, 2, 3, 4].
The Pine Grove site currently consists of 542 three-bedroom units, 70 two-bedroom units, and 48 maisonettes, with 57 years remaining on its 99-year lease [1, 2, 3, 4]. If approved by relevant authorities, redevelopment could yield up to 2,050 new residential units on the site [1, 2, 3, 4].
A faction of owners is opposing the collective sale, arguing the process is illegal because no tender was conducted before appointing marketing agent ERA and legal advisor BR Law. Some opposed owners have encouraged residents not to sign the collective sale agreement on these grounds [1, 2, 3, 4]. One owner, R. Tan, questioned why the appointment process was not opened to other agents, saying, "There are so many other good agents. When we put up a proposal to be sold, we should have a proper marketing agent" [1].
The collective sale committee (CSC) said it decided against raising the reserve price this time to avoid overpricing the property, as reportedly happened in earlier attempts [1, 2, 3, 4]. The appointment of ERA and BR Law was approved at Pine Grove's first extraordinary general meeting (EOGM) in June 2025 with over 70% support from owners [1, 2, 3, 4].
A townhall meeting was held on June 18, 2026, at the Pine Grove clubhouse to address the allegations of illegality and clarify the rationale behind the appointment of ERA and BR Law. Peter Tang, presumably a CSC representative, said, "The townhall is to clarify the appointment of ERA and BR Law and to address the concerns of those opposing the en bloc, as well as those sitting on the fence" [1].
The collective sale agreement remains open for residents to sign until its expiration date on September 21, 2026 [1, 2, 3, 4]. The outcome will determine if Pine Grove can finally be sold as a whole or if further attempts or legal resolutions are needed to proceed.
