Singapore’s Foreign Minister Vivian Balakrishnan visited Pyongyang from May 26 to 27, 2026, meeting senior North Korean officials including Foreign Minister Choe Son Hui and Jo Yong Won [1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11]. This was his first visit to North Korea since 2018, marking eight years since his last trip [2, 3, 4, 6, 7, 8, 12]. Balakrishnan told Singapore media in Seoul on May 28 that North Korea remains unwilling to open significant channels of communication with the United States or South Korea. "North Korea is not yet ready to open up significant channels of communication with the United States or with ROK and Japan at this point in time," he said [1, 2, 3, 4, 6, 7, 8, 11]. He added Singapore is not seeking a mediator role between the parties, saying, "We are not putting our hand up to offer any role. Our relationship with DPRK is one based on friendship and mutual respect" [1, 2, 3, 4, 5, 6, 7].
North Korea continues to emphasize self-reliance and military deterrence, shifting away from the summit diplomacy it engaged in 2018 when Singapore hosted the first US-North Korea summit [1, 12, 10, 11]. Pyongyang has also removed references to reunification with South Korea from its constitution and categorically rejected reunification efforts [1, 12, 10, 11].
Despite isolation and the COVID-19 pandemic, North Korea has made visible economic progress and urban development. Balakrishnan described Pyongyang as "clean, modern, well-organised, well-planned," comparable to major cities in Southeast and Northeast Asia. He noted "new housing estates" and ongoing growth over the past eight years [1, 2, 3, 4, 6, 7, 8, 12, 10]. He urged patience and long-term engagement, saying, "Don’t make things worse, but look to the long term and the opportunities for help or avenues for communication" [8].
North Korea’s ties with Russia have strengthened, partly as North Korean troops have assisted Russian military operations. China remains an indispensable partner, with recent resumption of cross-border passenger trains and flights [1, 2, 3, 6, 8, 10, 11]. Singapore invited North Korea’s Foreign Minister Choe Son Hui to the ASEAN Regional Forum 2026, signaling continued diplomatic engagement [5, 8, 9, 10, 11].
Balakrishnan emphasized the importance of maintaining dialogue amid global uncertainty. "Amid ongoing global uncertainty, it was even more important for countries to maintain dialogue and communication to maintain peace and stability," he said [9].
The next significant event is the ASEAN Regional Forum 2026, where North Korea’s foreign minister is expected to attend, continuing diplomatic contacts in the region [5, 8, 9, 10, 11].
