South Korea’s National Intelligence Service (NIS) reported clear signs of renewed dialogue between North Korea and the United States, assessing a North Korea-US summit could happen at any time[ s1,s2,s4,s5,s6,s7,s9,s10,s11,s12]. South Korean lawmaker Youn Kun-young stated, "Regarding a North Korea-US summit, there was an assessment that talks could be possible at anytime" [1]. However, no confirmed specific contact between the two countries has yet been reported despite these signs[ s1,s2,s4,s7,s9,s11,s12].
US President Donald Trump said in August 2026 that he plans to meet North Korean leader Kim Jong Un again later this year, following their three meetings during Trump's first term[ s1,s4,s5,s6,s7,s10,s12]. That same month, Trump ordered a major scaling back of annual US-South Korea military exercises, prompting concern from US allies and criticism from North Korea[ s1,s4,s7,s9,s10,s11]. South Korea’s lawmakers confirmed the signs of resumed dialogue during an NIS briefing on September 1[ s1,s2,s4,s5,s6,s7,s9,s10,s11,s12].
The NIS also revealed that Kim Jong Un’s daughter, Kim Ju Ae, born around 2013 and approximately 13 years old, has been publicly elevated as his successor and has entered the "successor designation stage"[ s1,s2,s3,s6,s12]. A South Korean National Intelligence Service representative said, "North Korean official media have frequently and prominently revealed Kim Ju Ae recently, showing she has in fact entered the stage of successor designation, aiming to let North Korean cadres and people gradually recognize her as the future leader"[ s2]. Kim Ju Ae has increased her public appearances in 2026, including military training, shooting practice, driving a main battle tank, and attending major state celebrations[ s2,s3,s6].
South Korea’s intelligence agency has obtained a blueprint for a North Korean missile and internal documents from the Workers’ Party of Korea, which are under analysis[ s1,s2,s6]. The NIS also reported reorganizations in North Korea’s military and intelligence structures, including an expansion of the Reconnaissance General Bureau focused on counterintelligence and overseas operations linked to the Ukraine war[ s2]. However, the NIS assessed there is a very low possibility North Korea will send additional troops to Ukraine[ s1].
Experts see the chance of a 2026 Trump-Kim summit between 40% and 60%, emphasizing control lies with Kim Jong Un. Expert 鄭成長 said, "I currently assess this possibility at about 60%. However, the rise in North Korea-US dialogue possibility and North Korea denuclearization possibility are completely different matters"[ s8].
On September 7, the US, South Korea, and Japan plan to begin the Freedom Edge maritime joint military exercises, which have drawn condemnation from North Korea[ s7,s9,s11].
