The United States and South Korea agreed on August 19 to end the 2026 Ulchi Freedom Shield military exercise early, shortening it by six days from August 27 to August 21 [1, 2, 3, 4]. The joint drills began as scheduled on August 17 but will now conclude on Friday, August 21 [1, 2, 3, 4].

The scale-back follows a directive from US President Donald Trump on August 16, instructing the Pentagon to substantially reduce US participation in the exercises [1, 2, 3, 4]. Trump cited the cost of maintaining 39,000 US troops stationed in South Korea and his positive relationship with North Korea's Kim Jong-un as reasons for the reduction [3]. Trump also criticized South Korea’s refusal to join the US and Israel in the war against Iran, saying, "What do you mean? We have 39,000 soldiers over there guarding you from Kim Jong Un, your next-door neighbor, and you're not going to help us on a very easy military operation in Iran? That's strange." [3]

The shortened exercise will see some combined field training and live outdoor drills partially reduced or cancelled [1, 2, 3, 4]. Traditionally, the Ulchi Freedom Shield includes a second phase of simulated counterattacks against North Korea, which reports indicate will be cancelled this year [1, 2]. South Korea’s Defense Minister Ahn Gyu-back was involved in talks with US counterparts over the scale-back [4].

South Korea’s Foreign Minister Cho Hyun said on August 19 that neither South Korean nor US officials were informed in advance of Trump’s directive, stating, "Our government officials, of course, and the US government officials hadn’t known about it in advance," and, "Neither our government nor US officials knew what President Trump wrote on his Truth Social. We were not notified in advance." [1, 4]

South Korea’s government is preparing for possible renewed dialogue with North Korea, viewing a potential Trump-Kim meeting this fall as a "new turning point" [4].

The Ulchi Freedom Shield exercise will officially end on August 21, marking an early conclusion to this year’s joint drills.
