Japan is considering digitalizing applications for emergency special loans under its welfare fund program, with the welfare ministry aiming to speed help for households in financial distress, including during natural disasters. [1]

Applications for welfare funds now usually require a residence certificate, other identity-verification documents and a form listing household income, and they are generally accepted in person. [1]

The ministry expects partial digitalization to begin in fiscal 2028, followed by nationwide expansion in fiscal 2029. [1]

The planned rollout would let applicants submit more of the paperwork online, while the current system still relies on in-person filing and document checks. [1]

Fiscal 2028 is the first scheduled step in the plan, with the broader nationwide expansion set for fiscal 2029. [1]
