Ukrainian President Volodymyr Zelenskyy said Europe must have a strong voice and presence in potential peace negotiations with Russia and decide who will specifically represent Europe in the talks [1, 2]. He stated, "Europe must be involved in the negotiations, and have a strong voice and presence in this process. It is worth determining who will represent Europe specifically" [1].

Zelenskyy discussed prospects for peace talks, European security, and Ukraine’s European integration on 17 May with European Council President Antonio Costa [2]. He noted, "We still see that Europe should be in the negotiations" [2].

Earlier on 16 May, Zelenskyy and French President Emmanuel Macron talked about strengthening Kyiv's defenses against Russian attacks. Zelenskyy said, "France is ready to work on anti-ballistic capabilities. This is a strong decision and an important step" [3].

Over the weekend before 18 May, Ukraine launched retaliatory strikes against Russia, killing at least four people and hitting strategic sites including Moscow [1]. Zelenskyy justified the responses, saying, "Our responses to Russia’s prolongation of the war and attacks on our cities and communities are entirely justified" [1].

In retaliation, Russia launched an extensive attack overnight before 18 May using more than 500 drones and 20 missiles [1].

Ukraine also stated readiness to open negotiation clusters with the European Union and is discussing timelines and coordination for its European integration process [2, 3].
